Research On Local Government's Behavior On Development Of SHOPPING MALL In China

Shopping Mall, a comprehensive business, is initiated from developed countries in Europe and America, having a history of approximately 100 years. The introduction time for SHOPPING MALL in China is not very long; however, it experiences a rapid development. Thanks to the fact that this kind of business style has many significances in terms of perfecting urban functions, improving people's living environment, innovating commercial patterns, strengthening cities' comprehensive capability, upgrading cities' images and boosting economic development, governments' behavior, especially local government's behavior, always has an important impact on the general development of Shopping Mall. It bears significant meaning for sustainable, orderly, healthy development of SHOPPING MALL in China to probe into inherent connection of local government's behavior with development of SHOPPING MALL in China, as well as to indicate the function principle of local government's behavior interfering in development of Shopping Mall, study the influences of different local government's behavior over development of SHOPPING MALL and construct thought and measure on optimizing local government's behavior.Firstly, the article gives a basic definition of SHOPPING MALL and local government's behavior as well as specific explanations of relation between them. It considers that local government's behavior has an important and profound influence over planning, developing and operation of Shopping Mall. Secondly, it gives general analysis on local government's behavior amid development of SHOPPING MALL with a view that rational local government's behavior plays a positive and stimulative role on development of Shopping Mall, while irrational one plays a negative and obstructive role. Furthermore, this article, through case analytical method, analyzes local government's behavior amid development of SHOPPING MALL in a typical case of W city. In the end, it proposes the thought on optimizing local government's behavior during the development of SHOPPING MALL in China: "Play a correct role, exert instructive function; establish, check and approve projects strictly, develop projects rationally; strengthen supervision, prevent disorientation of development; advocate public interest, avoid seeking profit of the powerful; strengthen service function, form composite development."Innovative pinpoints of this article are mainly represented from three aspects: (1) title selection is novel—this research is a new one on the cross of public management and business administration, which has exploiting value. (2) This article applies multiple methods to do research, especially the case analytical method; it chooses SHOPPING MALL in W city as the typical case. Government behavior traits and its functional mechanism on SHOPPING MALL reflected on the case analysis are more vivid and profound compared with general fact research. (3) Countermeasure proposed has strong pertinency, applicability and maneuverability, and bears important value for government to consult.
