The Model-constructing And Empirical Study Of Technical Progress' Influence On The Employment Of Resource-based City

As a key factor of economic growth, technical progress has functioned more and more in modern society. The technical progress can not only promote the economic growth, but also bring changes on employment. So there is complex relationship between them. China has a large population, and the employment market is in the unsteady state in which the labor supply exceeds the demand in the long run. The employment situation is not optimistic. It is the historic problems that cause most resource-based cities face the conditions of resource depletion and the difficulty of industry conversion. With the rapid progress in science and technology , Resource-based cities withstand tremendous pressure on employment. Therefore it has urgent and practical significance to reduce unemployment which caused by technical progress, promote the city's economic growth and increase employment by studying the relationship between employment and technical progress and revealing the way ,direction,level and extent of technical progress impacting on employment.Firstly,through studying and learning from the related literatures home and abroad ,this research proposed the basic concepts about the relationship between employment and technical progress.Secondly, this research explore a general model about how technological progress impacts on employment. And based on the latest research information of China's employment in resource-cities, it quantitatively analyzed the conflict between the supply and demand of labor force in our country,the contradiction of employment construction and the forming factors. Because of the technical progress as the main factor, a mathematical model of technical progress impacts on employment in the resource-based cities was built, the effect of the operation was evaluated , a more perfect mathematical model was discussed briefly.Finally, according to the associated data which gets from two typical resource-based cities ,Jinchang and Baiyin in Gansu , this paper utilized real diagnosis analysis and contrast analysis. Through the difference analysis of the empirical data in the two cities , it also reveals technical progress impacts on employment and discusses how to reduce the technical progress impact effect on employment and enlarge the compensation effect at the two levels of industrial structure and employment structure.
