A Study On The Relationship Between Technical Change And The Employment Of Resource-based Provinces

Resource-based provinces have rich natural resources,they rely on natural resources,on the one hand,improve the level of economic development,on the other hand also offer a large number of employment opportunities and some provinces have formed path dependence in which resources promote economic development.But the development of depending on resources do not belong to the sustainable development,at the same time in the consumption of non-renewable resources of precious material also pose serious environmental problems.Resource-based provinces urgently need to change the mode of economic development,which has long relied on resources.Technological progress has been seen as the best way of promoting resource-based provinces for the transition.However,the improvement of technical conditions on the one hand can promote economic development,on the other hand can also cause of saving laborers.For a long time the effects of technical level exist a lot of controversies.Generally speaking,Technical progress has positive and passive effects on employment.This paper attempts to study on the relationship between the technical change and the employment of resource-based province,in order to help resource-based provinces take advantage of the technology to create more employment opportunities and propose relevant policy recommendations.Based on theoretical analysis,this thesis finds that general technical level of resource-based provinces is low.These provinces have a lot of laid-off workers,and the employment rate is low,and exist many other problems.Based on Shanxi Province,empirical studies have found that in resources-based provinces,technology advancement has a positive effect on employment.Innovation plays a very important role in promoting employment,but there is a certain time lag in this driving role.Thus,in resource-based provinces,this paper puts forward policies which are suitable for technology development and employment,include promoting technological innovation,carrying out technological innovation,promoting technological progress in the tertiary industry,increasing investment in education and other relevant policy recommendations.
