As an intrinsic factor inside productivity, the modern technology is influencing the other factors of productivity directly. The technical change necessarily arose the change of other factors;consequently, the level of productivity must be enhanced by it. In that course, technical change will impact the employment on various aspects, such as amount, structure, quality of employment and combination's manner between employment and other factors. As a whole, Chinese labor force supply exceeds demand. Further, a series of severe problems, such as the worsening of resource depletion, the difficulty of industry conversion and the lack of economic growth as well as the giant pressure on employment, are faced by the most of resourced-based cities in China. The employment problem in resource-based cities is more representative and more serious. Although all manifestations of these problems are not the same, there exist some inherent economic links among them. This study just used basal economic principals to discuss complex relationship between technical change and employment. Hereby, several countermeasures and advices were brought forward.With respect to subjects in technical change and employment, this study tried hard to discuss the relationship of above. The manner, direction, degree and change of influence, which the technical change acts on employment, also are referred. By reviewing and studying the literature both at home and abroad, the study first made a systematic summarization on the classical theory of influencing employment of technical change. Basing on the typical frame, the influence system between technical change and employment was researched. And then, by taking the characteristic resource-based cities in the Western China, Jinchang city of Gansu, for a real example, we finished its positive analysis and obtained the corresponding conclusions. Finally, several concrete policies on how to improve the employment with the technical change were proposed. For resolving employment of resource-based cities even for China, it will be available to exploration and attempt.
