Today, science and technology develop fast and labor productivity rises quickly, as a world-wide problem employment arouses more and more peoples' interests. No matter developed countries or undeveloped countries, developed regions or undeveloped regions, many factors such as politics, economy, society influence employment situation. The scientific and technical progress is one of the important factors that influences employment situation. With the regional economy unbalanced development of our country, the employment situation of undeveloped regions in our country is more serious than other regions. In undeveloped regions, the scientific and technical progress will be actually to promote employment growth or obstruct employment growth? How much is the influencing degree? What is the difference between the influence in developed regions and undeveloped regions? The replies to these problems have very important theoretical values and realistic meanings for revising and establishing science and technology and employment policies in undeveloped regions to alleviate the increasing employment pressure, for promoting economic development and building well-off standard society comprehensively in undeveloped regions.This paper firstly analyzes the concept, classification and mechanism of action to employment of scientific and technical progress, and establishes the analysis frame of relation between employment and scientific and technical progress. On the basis of analyzing present situation and changing tendency of employment in developed regions and undeveloped regions, utilizing Panel Data model, the paper establishes the analysis model which can analyze the influence of scientific and technical progress on employment in undeveloped regions, and then uses the model to do empirical analysis on the influence of scientific and technical progress on amount and structure of employment in developed regions as well as undeveloped regions of our country, explains the reasons and degree that scientific and technical progress influences employment in two kinds of regions.
