After 1990s, new wave of Cross-border Merger and Acquisition brakes up in the world, it increases year by years in our country. Through many analyses on Cross-border M&A performance, we find that failures are more than success. Whether Cross-border M&A can achieve anticipation decides on the management integration after M&A. Human resource integration is a vital aspect in the management integration. By human resource integration, we can optimize the human resource, activate the employee's enthusiasm, and develop roles of the human resource. At last, it would be promote the achievement of strategic targets about Cross-border M&A.This article summarizes the theory of Cross-border M&A and human resource integration, and analyzes the problems of human resource integration after cross-border M&A, then makes a system of human resource integration. The system composes by five basic sections, which are employee selection, employee reservation, employee draining, employee training, employee using. After that, we need to link five sections by effective communication, motivational reward system, and better labor relations. In addition, this article merges cross-cultural management to human resource integration for existence of cultural differences.This research enriches the theory on human resource integration of enterprises after Cross-border M&A on a certain degree, and makes the stronger guising meaning to achievement of human resource integration.
