| Along with the deepening reformation and opening, our country's system of managing science and technology is changing vary fast. Under the current market economy term, the science technique must face to economic development, the scientific and technological achievements must convert into the productivity. For the R&D institution, they not only need to develop and disseminate research findings, develop human resources, but also need to take into consideration the economic benefits. At present, the most important task of the R&D institution is that they must make accurate judgement of their own technical innovation capacity, they must try to find all ways to promoting their technical innovation capacity to achieve the purpose of obtaining technological superiority. Therefore, there is necessity to approach the technical innovation capacity of the R&D institution deeply. In This dissertation,through inquiring into the basic characteristic which the technical innovation sets up, analyzing that the basic constitutes of technique innovation capacity which include primarily creative resources devotion ability, creative management ability, creative inclination, research development ability, manufacturing ability, and sales ability. And with the SiYuan institute for example, integrate the actual circumstance of the institution, this dissertation establishes evaluation sign system with five main factors,32 factor index of technical innovation capacity, using the AHP(Analytic Hierachy process), calculating and analysising these first and second class indexes which contain creative resources devotion ability, creative management ability, research development ability, manufacturing ability, and sales ability to clarify the existent problems and results in the reason of this kind of condition of technical innovation of the institution, then put forward the countermeasures to develop the technical innovation capacity of the institute. |
