Study On The Strategic Program Of Circular Economy For Ningxia

Ningxia province is a part of west region where minority concentrates in, and economy is comparatively laggard. For a long time, exclusive resources development, high consumption and extensive way of economic development causes low efficiency of resources utilization and deteriorate ecological environment day by day, which restricts sustainable development for economy seriously. Therefore, in order to mitigate the contradiction between the economy development and resources limitation, the necessary approach to improve ecological environment of Ningxia province and promote economy is to develop circular economy actively. According to the theory of circular economy, analyzing potential and restricted factors to carry out circular economy in Ningxia province, this paper proposes an overall strategy and pattern for launching regional circular economy and countermeasures to promote circular economy. The main conclusions of this research are listed as follow:(1) Researches about practices of carrying out circular economy home and abroad indicate that altering the traditional pattern of economy development to develop circular economy is an advisable choice for sustainable development in Ningxia province, which is a low-developed and resource-intensive region.(2) Research on potential and restricted factors to carry out circular economy in Ningxia province indicates that circular economy in Ningxia is already at a certain level, and has a great potential; but it also has some restricted factors such as insufficient support from science and technology, weakness of government' s leadership, low enthusiasm of enterprises, and low degree of public's participation and so on.(3) The SWOT analysis carried on Ningxia province indicates that, Ningxia is rich in resources, but the industrial structure is unreasonable, science and technology level is at a low level, the transportation is obviously restricting economic development; the development campaign of the western regions and spatial shift of industry has brought opportunities for development, on the other hand, competition from circumjacent provinces also becomes a severe challenge to economy development in Ningxia province.(4) On the foundation of analyzing regional situation thoroughly, a strategic frame is proposed which circular economy in peripheral areas is promoted by central city, and in this frame, circular economy is carried out in government, enterprise, region and the whole social together. Depending on dominant characteristic industry, Ningxia province adopts the methods to create a new economic growth pole, which contains extending the industrial chains, bringing up backbone enterprises, developing circular industries, agriculture and ecological tourism. At the same time, regional pattern to develop circular economy is proposed separately according to different characteristics of north, middle and south region.(5) Ningxia province should complete laws for circular economy, make economic policies which encourages development of circular economy, speed up the adjustment of industrial structure, establish scientific and technical innovation system which meets the needs to develop circular economy in Ningxia province; take science and technology as a breakthrough point to lead, boost and support the development of circular economy; construct a new green "Ningxia" which is intensiveness, resources saving and ecological protection.
