Inner Mongolia, The Development Of Circular Economy Industrial Strategic Research

Since the beginning of the Tenth Five-Year Plan, our region' economic development has achieved splendid success. And especially, the fast development of industry is the important support for the rapid growth of our region' national economy. But the economic growth of industry in our region still relies to a large extent on the high consumption of resources with low level of comprehensive exploitation and utilization of resources, serious environmental pollution and intensified ecological destruction. And particularly the four pillar industries of our region: energy, chemical industry, metallurgy and building materials industry are characterized by the high investment, high consumption, high discharge and low use rate, and develop in the typical way of extensive growth.Inner Mongolia Autonomous Region is the one that is abundant in resources and also has a quite fragile ecological environment. In the industry developing process, the traditional industrial pattern of "developing first, administering later" which is often at the cost of environment must be surpassed, but to take at a highe(?) starting point a new industrial road of high technology content, not much environmental pollution, and the labor-force resources superiority being fully displayed. Therefore, in the process of industry developing, initiating the circulating economic pattern, making full and effective use of the resources, cutting down at a maximum on the discharge of waste, and realizing the sustainable development of industrial economy, have become the most pressing matters of the moment.On the basis of making reference to returns both here and abroad and deeper exploding about the basic theory of the circulating economy and its experience and existing problem according to combing theory with practice, using the circulating economy industry as the subject investigated, the article put foward a series of measures to develop the circulating economic industry including park strategy, functional strategy, resource strategy, technological strategy, human resources strategy, environmental protection strategy, ect., in which analyze the state-of-the-art of the circulating economy in Meng Xi high and new-technology industry park and further development of its external environment and internal conditions, taking the circulating economic industry of Meng Xi for example. There are five parts besides the prelude:The first part is the theory summary. At the beginning, it introduce the background and the history process of the circulating economy, and then it realize the concept of the circulating economy, analyzing the principal, character and the difference between the level of practice and traditional liner economy.The second part borrows some ideas of the development of the circulating economy from both here and abroad. First of all, Some revelation of the circulating economy has been gotten after its measures and experience of the developed & developing countries have been studied. And then, some existing problem of the circulating economy has been found through the summary of three level including corporation, park and area in our country.The third part is to develop the introduction of the survey, the status quo o(?) economic development and the works done for building the circulating economy.The fourth part is to analyze the external environment and the internal condition of MengXi Park with the analytical method in order to provide the reference fo(?) MengXi's circulating economical strategy.The fifth part put forward the strategy thought of MengXi's circulating economy development, It divide into nine parts, they are: park strategy, functional strategy, resource strategy, technological innovation strategy, human resources strategy, environmental protection strategy, information system strategy, green brand strategy and corporate culture strategy. In the summary part, some advises have been given to the government's policy and measure on building the circulating econom) industry and push its development in Inner Mongolia.
