Project management method and theory have played a more and more important role in social development, especially to China, which is a great developing country. The rapid development of economy must depend on the innovation of techniques. On last China science and technology conference, setting out from completely building easy society as a whole goal, 'sixteen characters' guidelines has been established, and the overall goal for constructing innovation country has been put forward.For a lot of science research constructing projects, they have many characteristics such as long studying and constructing periods, involving many new techniques and including many unknown factors. There exiting some phenomenon such as emphasize application and construction completing checking and accepting assessment, but ignoring the project management during construct periods in management of these kind of project. It's very significant to improve independent innovate ability for constructing a science research platform.China Institute of Atomic Energy is an integrated research institute in nuclear industry in China, and many very important engineering projects aimed to nuclear science foundation study are being practiced which belonging to nuclear science fields here. It seems very exigent to study science research engineering construct in CIAE by introducing project management theory and methods, use project management idea and method in constructing science project, and improve management efficiency and level.In this work, engineering project management theory and method were used as a reference, and present scientific research project constructing management theory and methods were explained and assessed on. According to modern project management theory and methods, using organization and management theory and method, a rational organization mode for scientific research platform was brought forward. Based on systems engineering and operational research theory, a dynamic optimization method during constructing time was proposed to reduce the project constructing time cost under precondition that the project total cost being maximally reduced. In some extent, the method has exhibited the importance of excavating usable management resource completely, rationalizing project schedule and the innovation of science and technology in science project management. Risk management has become more and more important in constructing large-scale and high technical difficulty project under complex constructing environment day by day. In this work, a multilayer risk assessment system was setup for science research constructing project by risk management method, and fuzzy integration assessment method was applied for analyzing and calculating. One project (radiation chemistry processing project of China Institute of Atomic Energy) was used as an example to explain the working principle of this method.In this work, some useful methods were proposed such as CM organization mode, day-cost optimization method and fuzzy integrating assessment risk analyzing method. It can be used for reference in science research project management.
