Study On The Whole Process Cost Management System Of International Project Based On Bq

In recent 30 years of reform and opening to the outside world, China's construction industry has made remarkable achievements. And we also have formed a multi-component industry teams which can compete with large foreign contractors. They have been widely recognized worldwide. In conditions of rapid economic development, the domestic construction market can't meet the needs of these contractors development, so more and more domestic contractors are ready to start or have already entered the international engineering contracting market, hoping to support future development through the international business. Based on BQ (Bill of Quality) model of the advanced cost theory and methodology in international engineering market and domestic Bill of Quantity model, this paper probes the method of whole process cost management for contractors. This will contribute to improving the management of the contractor's cost, accumulating cost information, enhancing the tender offer and raising the level of bid rate and profitability, in order to make domestic contractor's cost management closer to international model docking. This paper conducted the research the following aspects:1. It directs international construction tender stage's construction cost management from bidding of the organization's establishment, the characteristics of the tender process, project planning, pricing strategies and impact evaluation system under BQ, several aspects of;2. Through comparing two modes of domestic and international comparison, it analyses the similarities and differences between the two modes, and the international engineering group price BQ model theory and group analysis of price mechanism, and in case of an international engineering contracting projects illustration;3. Proposed under the current conditions of the simple internal scale methodology, and proposed combining computer technology to manage the information on the cost of the basic ideas;4. Expounded the construction phase of project cost management approach.
