The main character of Iran's energy political are supporting its energy magnate to develop external business to expand Iran's influence and safeguard its interest; strengthening close neighbour cooperation and stabilizing regional situation to create better environment for itself; cooperating with Russia, China, India, Japan, India and so on to further bilateral energy cooperation, to keep manifold choice for energy political and to withstand American's full-scale limits. Besides, it also included accelerating exploration in oil and gas domain, emphasizing energy security and the function of "OPEC", and gradually strengthening Iran's influence to the world oil price, causing itself to transform from a pure raw material supplier to an important participant in the international energy market who may carry out independent policy, so that Iran can guarantee itself in advantageous place in the international division of labor.The 21st century is very important to China's development. However, energy resources environment and energy resources security of China already faced with stern challenge in new time. Iran is not only the second biggest oil-producing country of OPEC, but also is a country with huge quantity of Prospective oil and gas resources over the world, so that it has the giant exploitive potential in its petroleum and natural gas. Therefore, the characteristic and tendency of Iran's energy diplomacy in initial period of new century has influence to Sino-Iranian oil and gas cooperation such as China imports oil and gas from Iran existing politics and economical risk; Sino-Iranian oil and gas cooperation will face with competition by other energy expense country; China's west strategy - the Middle East strategy and central Asia strategy- is facing with challenge; that china relied excessively on Iran's oil and gas market will inevitably harm China's energy and economic security; changes of Iranian domestic economical and political system and pattern will disturb Sino-Iranian oil and gas cooperation.
