A Research About The Effect Of Behavior Of Government Bring To The Poverty-relief Funds

The poverty-relief affair of China has achieved a great achievement; however, the effect of it is not ideality in some places. The reasons cause this phenomenon are result from many aspects, from the government economics to speaks, one main reason is the irrationally behavior of government, which causes the low effects of poverty-relief, even some serious problem. In this article we emphatically study from the side of behavior of government to analysis the effect of behavior of government bring to the poverty-relief, then analysis the reasons and aftermath, then get the countermeasures to it.From the policy of poverty-relief being developed, the amount of the fund which used in it is a growing number. In 2000, the fund from center committee is reached 24800million Yuan, comparing with 1980, it increases 300 times. Although from 2001 to 2005, the accumulative total fund from center committee is 572million Yuan, the increasing rate is 6.47%; along with the increasing the fund of poverty-relief, the decreasing ratio of the population of poverty is lower than before. The low efficiency of poverty-relief is being a problem which causes the attention of a growing number of people. So for the greater achievement of the work of poverty-relief, we not only need to concern the mount of the fund, but also concern how to optimize the behavior of government and increase the effecting of using the fund.This article is mainly around with five aspects to study: firstly, the study about theory of the behavior of government and the effectiveness of poverty-relief; secondly, the study about the effecting of the government behavior affect the poverty-relief; thirdly, the study about the analysis of the main reason of the irrationally government behavior affect the poverty-relief; fourthly, the study about the harmfulness to the irrationally government behavior affect the poverty-relief; finally, the study about stratagem step to optimize of government behavior for increasing the efficiency of poverty-relief.This article used the correlation theories of government economics and policy administration to analyze how to increase the efficiency of he government behavior, and get the countermeasures and advises to how to emendating the government behavior, how to increase the efficiency of using fund, how to reinforce the construction of the system, and how to optimize the patterns of poverty-relief.
