The Development Countermeasure Research In Seeds Industry Of Shandong Province

Seed is the most basic and important material for agricultural production, and also the important expression of agricultural technology. One of the major field of applying modern biology technology which is centered gene engineering technology is the breeding of seed. However, the longtime planning economic system has badly banned the development of seed industry in our country, thus to a great extent prevented the great and steadily progress of national economy. Under this bigger background of economic tranferring, especially when our country has entered WTO and international business has gained more freedom, the lacking behind seed industry has caused more and more serious social and economic problem. Shandong province which lies in Huang and Huai river historically the major field of foodstuff production, of which situation of the seed industry is the vital one. Therefore, how to standarize and promote the fast development of seed industry and improve the competitiveness of seed industry is a problem to be solved on edge. In our country it's rare to see the research about seed industry, this is purpose and worthiness of this paper.This paper further discussed the process and experiences of the development of seed industry out of country especially in these countries which seed industry has been prospering. According to the process of their development we conclude the differences and samenness, which can be used by our country thus can promote the progress of seed industry. At the same time reviewed the history of the development of seed industry in our country, and the description of reality as well as the applying and analysing of the system theory changing, which tries to conclude the the law and trend of seed industry in our country, and then we can make the right way for seed industry in the future which can provide logic way and demonstration basis for later chapter. we investigated 213 enterprises in ShanDong province using questionnaires, analysized the reality of ShanDong's seed industry, especially to their capital, the makeup of the corporation, research and innovation ability. Using these firsthand material we bring forward the standard and dividing method of capital model, scientific model and agent model, provided the theory basis for these enterises to realize their strategy transferring. Then we concluded the disadvantages of seed industry: low sale quantum and divided too much in heavy debts; management system not so perfect; weak innovation power; low breed protection method as well as the low quality, meichandize rate and profit rate. Concerning the countermeasure and suggestions to the existing problems. This paper further expounded on the suggestions and countermeasure for seed enterprises in ShanDong province. These are: using the way of scientific research– producton– managing; put emphasis on system innovation and mechanism innovation, enhance the reformation of stateowned enterprise; realize the enterprise's combination; promote the seed enterprise's brand strategy; strenghen market guarding, emphasize the protection of intellectual property right, consrtuct general adoption of the market principle and legalization, fair competition, etc.
