Agriculture is fundamental for the country, and seed is principal for the agriculture. Seed is very important to agricultural production, especially breeding and spreading of maize hybrid seed has formed extensive maize seed industry in the world. This industry, which has small investment, quick effect, short period and abundant payoff, has become a hotspot of enterpriser attention and investment. Among 2700 seed companies in our country, 2200 companies emphasize on maize hybrid seed. The development of maize seed industry represents the trend of seed industry in our country on the whole. There are more than 42 000 000 acres for maize in Shandong province, which is 1/10 of the total area in the whole country. Therefore, it has important theoretical and practical sense to investigate the development of maize seed industry in Shandong.Four parts are included in this text.1. The purpose, the meaning, the content and the method of this research were put forward in this part. According to the the importance, the need and the unharmony of development, the meaning of this research was confirmed. The methods of normative analyse conjoint to demonstrational analyse, quantitative analyse conjoint to qualitative analyse, historical analyse conjoint to realistic analyse and case analyse were adopted. Accoding to the idea from overseas to domestic, from history to realism, from theory to practice, the rule of maize seed industry development in Shandong was explored. The purpose was to bring forward the countermeasure to develop and perfect maize seed industry.2. The course of seed industry development was analyzed. The course of seed industry development was divided into four phases. Firstly, in the early of 1950's, people chose the excellent seed and changed the seed with foodstuff. Secondly, in 1960's and 1970's, selection, breeding, leaving, using by oneself were the main policy. And the relief was the secondary policy. Thirdly, from 1978 to 1995, yielding specialization, artifactitious mechanization, qualitative standardization, distributed region and supply of seed according to county were the main policy.
