| China is the world’s most populous country and a major food consumer.The safety of seed industry is related to the national economy,food security,people’s livelihood and the long-term stable development of the country’s agriculture.As a traditional agricultural country,China has a history of farming for thousands of years.However,the development of seed industry in China is still relatively lagging worldwide.In recent years,with the advancement of science and technology and the improvement of living standards,how to safeguard people’s rations,how to meet the continuous upgrading of people’s dietary structure and needs,and how to ensure national food security have become the focus of academic and business circles.As the main food crop in China,corn is an important source of food,feed and industrial raw materials.Its potential huge economic value and strategic role have an irreplaceable position in China.Therefore,corn seed industry safety has long been the basis and the most important part for safeguarding China’s food security.As the main corn producing area in China,Jilin Province has always played a role of"regulator"in balancing the national grain market.The corn seed industry in Jilin Province has a deeper impact on China.With the gradual opening of China’s seed industry market,multinational seed companies with strong capital accumulation,advanced technology and high-quality product services have made tremendous impact on Jilin Province and even the country’s corn seed industry.Although Jilin Province has maintained a high level of corn production in recent years,its product quality and production efficiency are far less than foreign countries.The domestic circulation of corn is blocked,and the import substitution has surged,which directly leads to the increases in domestic production,inventory and imports.The reason is that Jilin Province corn seed industry lacks market competitiveness.Therefore,figuring out how to improve the competitiveness of maize seed industry in Jilin Province and exploring the development path scientifically and reasonably are of great significance for promoting the healthy development of corn seed industry in Jilin Province and ensuring national food security.Based on the above background,we combine theory with practice,qualitative analysis and quantitative analysis,and deeply analyze the current situation and existing problems of maize seed industry in Jilin Province based on the relevant theories about competitiveness evaluation and taking empirical research as the core,scientifically commentthe competitiveness of maize seed industry in Jilin Province,propose the specific updated path,the main research work and conclusions are as follows:(1)Systematic analysis of the overall development of corn seed industry in Jilin Province was carried out.By consulting the literaturen the gap between Jilin Province and domestic and international advanced seed industry was analyzed and compared from the aspects of development history,development status,policies and regulations and production status of corn seed industry.By consulting developed countries’ commercial breeding mode,The experience and proposals for the development of seed industry have been provided.(2)We proposed and measured the production efficiency of maize varieties in Jilin Province.The input-output index system of corn production efficiency was constructed.And the original data was obtained through document research.The statistical analysis of the questionnaire results was carried out with the help of SPSS 22.0 software,including descriptive statistics,mean comparison,variance calculation,average comparison,correlation analysis,etc.,which proves that the questionnaire is credible.Using the DEA-SBM model,the efficiency of the selected 21 maize varieties was measured by DPSV 16.05 software.Then,the redundancy analysis of the non-effective decision-making units in the results was provided.(3)We evaluated the competitiveness of corn seed enterprises in Jilin Province.What is more,the evaluation index system of corn seed enterprise competitiveness was constructed.Principal component analysis-BP neural network model method was used to analyze the data obtained from the listed 21 companies’annual report and enterprise research using SPSS 22.0 software.So,we got 5 principal components.Based on the principle of BP neural networks a three-layer BP neural network structure of seed enterprises was constructed.Five principal components were used as an input of BP neural network.The error training of the constructed three-layer BP neural network was carried out using MATLAB 2015b software.Finally,we obtained the relative competitiveness index of 21 seed enterprises.(4)In-depth study of the effective supply capacity of maize varieties in Jilin Province was carried out based on market demand.Based on the background of structural reform,the corn production trend in Jilin Province was judged from the aspects of special corn demand,high-quality corn variety demand,cost-saving and large-scale operation.Besides,a systematic analysis about the effective supply capacity of current corn varieties in Jilin Province was carried out to explore the root causes of the inability of corn seed enterprises in Jilin Province to meet market demand,and we proposed measures to improve effective supply.(5)Based on China’s national conditions and the actual situation of Jilin Province,propose the updated path of corn seed industry based on the commercial breeding model.The commercial breeding model is divided into four parts:First,constructing a division of labor mechanism in the whole industry chain;The second is to build an information platform.The information platform includes the government management and assurance platform,information and resource management platform and service guarantee platform to ensure resource sharing and division of labor;The third is to build a resource sharing mechanism.The resource sharing mechanism includes decision-making mechanism,an input mechanism,operation mechanism,to clarify issues such as risk-taking,benefit distribution,and ownership of intellectual property rights.lt can effectively enhance the ability to resist risks and ensure the continuous stability of cooperation among various entities.The fourth is to build a strategic alliance cooperation model for commercial breeding.On the basis of the realization of the above three paths,we provide a new model that regard the research and development of seed enterprises as the main body,make the government’s special funds,policies and laws and regulations provide relevant support.Through the self-owned,purchased germplasm resources,self-built and leased experimental infrastructure library,hiring and part-time forms of scientific and technical personnel pool and accumulation and the technical information database formed by the transfer,and the continuous innovation of modern biotechnology,a commercial breeding model of new varieties was obtained.Finally,propose the path that should insist on highlighting the main status of the breeding of the secondary enterprises,establishing the industry development association and promoting enterprises mergers and acquisitions. |
