In particular the cultivated and popularized of maize hybrid, in the world has become a large-scale corn seed industry. Be known as"Gold Industry"of small investment, quick returns, short cycled and high profitability, has become a hotspot of the entrepreneur's attention and investment. The developing pattern of the corn seed industry represented the development situation of China's seed industry. Especially in Shanxi, a major corn seed province, the maximum area of corn seeds has reached more than 70 million mu, accounting for one fifth of the size of total planting area in China. So, researching the development of Shanxi corn seeds industry is valuable to both theory and practice.Through review of the literature and research interview, analysis of current corn seed production in Shanxi Province are facing some problems that corn seed area decreasing, the profitability of the business is lower, management supervision of seed is not enough and slow progress for scientific research department etc, and combined the development situation of corn seed industry of home and abroad as well as the development and advantage of corn seed industry in Shanxi province. Propose some countermeasures and suggestions to accelerated development of corn seed industry. After analysis and researched, we get that in order to enhance the competency of Shanxi corn seed industry, we need to do under the following strategy: Put forward three innovations, including seed quality innovation, technology innovation,and system innovation.; take six measures, including establishing breeding objectives, enhancing species protection.,adopting multi-method selection, focusing on varieties of continuity, making use of advanced breeding techniques, and accelerating special high-quality breeding; complete four transformations: 1. transformation of species from the traditional high output model to high-yield, high-quality, and specific resilience model; 2. transformation of seed production from extensive extensional development to efficient high quality intensive production; 3. transformation of seed business from small, scattered local self-management to specialized, all-round competition in the market; and 4. transformation of separation of research, production and sales to integration in furthering scientific researches, production, processing, operation and management. And all of links are mutually interactive, organic combination and orderly development to help the corn seed industry in Shanxi out of difficulties.
