Under the circumstances of ever increasing global economic development and economical competition, many economists and researchers discovered from documents and data of example that the effects of economic quality related connotative variations have been playing more and more important roles among the variations of increase in economy and influential factor of sustainable development. Except for those we have already known, the connotative factor revealed by economists is the human capital. As a result, researchers from all over the world have emphasized researches on human capital again since the middle of the 21st. Theory of human capital became a famous school. With the development of human capital, many researchers realized the assets character of human capital. They thought that the concept of human capital's cost, analysis of cost-profit and risk return are very important on evaluating human capital especially in enterpriseIn modern society, economic globalization has accelerated the demand all kinds of talents, and more and more enterprises have realized: the key competition between the enterprises is the competition of talent in the market economy. So enterprises should strengthen the human capital investments, in order to obtain high-efficient repayment of the investment.At the present, the state-owned enterprises play a decisive role during the socialist construction and national economic development. Since the reform and opening up to the outside world, the state-owned economy has become stronger and stronger increasingly, but the reality is that the state-owned enterprise has suffered amount loss.Which is the basic reason that causes the difficulty of state-owned enterprise on earth? Besides the reason of the economic system, more and more experts have realized that one of the reasons is that many enterprises are short of the human capital investment.So it becomes very import that we study the human capital investment based on state-owned enterprises status. According to the above reasons, the title of this thesis is "The study on investing human capital based on the state-owned enterprises". This thesis seeks for the reforming and developing direction to the state-owned enterprises based on the human capital investment. In this thesis, it is one of the basic studies that researching the theory of human capital investment systemically and the theoretical frame of the human capital investment on enterprises, and the other is analyzing the problems on the human capital investment and finding out the method to settle those problems.The thesis reviewed the related definition and theories about core human capital, appraising the research conditions, concluding their achievement and defects. Then the author gave the theory analysis in detail according to this issue. On the basis of analyzing the cost and profit about core human capital investment in the state-owned enterprises, the author systematically analyzed invest risk, provided the measures to appraising and managing the risk and gave the settlement measures to core human capital investment in the state-owned enterprises.
