Research On Custom's Law Enforcement Issues Management Of Modern China

For a long time, China's customs has always followed traditional administrative management structure, mode and theory. It interprets administrative management activities as performing its duty according to laws and regulations while lacks an overall understanding and preparation of the results and defaults of law enforcement the crisis caused thereby. Under this circustances, especially under the background of rapid development of modern international economic and trade cooperation, China's customs is impotent to meet the demands of foreign trade development. Solutions of how to raise the level of lawful and efficient administration ability are still limited. Learning from the research achievements of issues management in modern science of management, this thesis begins with custom's law enforcement and ability, by discussing the present situation of custom's law enforcement, it thoroughly analyzes the potential problems in the process of law enforcement and their causes, and presents related rules and detailed theories of how to establish a modern customs'issues management system.The thesis consists of four parts. Firstly, it analyzes the present situation of modern customs'law enforcement, clarifies customs'contribution to the development of national economy and achievements of fair law enforcement. On the basis of this, it subjectively reveals some existed law enforcement problems and continues to analyze some main causes of the problems. Then, it clarifies the necessity and importance of establishing a law enforcement issues management system under the background of the present domestic and international situation. In the next charpter, it raises four rules of establishing law enforcement issue management. Focusing on the five key procedures of issues supervision, prediction and solutions, selection of solutions, implementation and organization of solutions, acessment and feedback of issues, further issues supervision and prevention, the thesis presents an overall research and discussion of modern customs'law enforcement issues management system establishment.The research methods in this thesis include citation, cases analysis, comparison, etc.
