A Study On International Law Enforcement Cooperation Of China Customs Anti-smuggling Department

International law enforcement cooperation of customs anti-smuggling is a significant part of customs work.In recent years,successfully cracked smuggling cases through it are frequently reported.With the development of China's economy and the rise of great power status,the task of customs to crack down smuggling becomes more and more heavy,and the international law enforcement cooperation of customs anti-smuggling becomes an important way to combat smuggling.Although more and more work is carried out,the relevant research is relatively weak and it lacks theoretical support while encountering difficulties and running into bottlenecks.It is a beneficial exploration to the international law enforcement cooperation of customs anti-smuggling under the new situation combining rational study of international police law enforcement cooperation and practice of customs anti-smuggling.This paper clarifies the concept of international law enforcement cooperation of customs anti-smuggling,analyzes the relationship between it and international cooperation of customs,international law enforcement cooperation of customs and international police law enforcement cooperation,reviews the origin,development process and current situation of China's international law enforcement cooperation of customs anti-smuggling,expounds the necessity,probes into the theoretical support and legal origin,and summarizes the general rules of it.But the existing general practices are not enough to overcome the difficulties and solve the problems.Therefore,it is necessary to put forward corresponding countermeasures to strengthen international law enforcement cooperation of customs anti-smuggling in China.At the same time,the analysis of successful cases of international law enforcement cooperation of customs anti-smuggling supports the writer's point of view.This paper analyzes the bottlenecks and obstacles of China's international law enforcement cooperation of customs anti-smuggling from the following five aspects: the existing legal system,evidence transformation,the death penalty,overseas expansion structure and New requirements of the national strategy for customs.Corresponding countermeasures and suggestions on strengthening the ideological consciousness and strengthening the ability construction are put forward based on the general rules and working methods,and specific solutions to the problem is explored,hoping to make an active exploration to China's international law enforcement cooperation of customs anti-smuggling and to provide beneficial references.
