Since 1990's, the governing--theory came from the Western has brought important affection to the western countries who carried on significant reform to their pattern of governing in order to explore effective approach to cooperation among the government , the market and the society. And they have achieved success both in theory and practice. Undoubtedly, the success actively affected China who are in progress of governing reform. The advanced ideas contained in the western governing—theory have provided new point to service—innovation in our country's local government. The essence in the theory of participation , inter-action, cooperation and service opened up new approach to service—innovation in our country's local government in the point of governing. They also made us recognized that in the background of accelerating devoting into WTO, achieving scientific development , building harmonious society, driving service—innovation of government , making service--style government, government should change the single public service—governing structure. With the pre-condition of that the government, as the main body of service provider, push the service—innovation forward continuously, aiming at itself weakness. We should attach more importance to the innovation of servicing—ideal , servicing—role and servicing—means, to the cooperation between the government and the society , non—government organization and private organization . We should work together with other governing main bodies, creating a good equal and cooperative"partner relationship"on the foundation of cooperation , to achieve diversify of the servicing--main body and modernization of the servicing--pattern , to provide more and better service to the public.
