The 19 th CPC National Congress put forward that we should transform the functions of the government,continue the reform of administrative system,raise the level of public services,and build a service-oriented government with satisfactory people.From the management type government to the service-oriented government,the people's expectation of high quality public service is highlighted in the new era,which highlights the necessity and urgency of the transformation of government functions and the innovation of functions.As a part of the quality technical supervision,the government measurement and detection service is responsible for the multi industry and multi-level public service functions of trade settlement,medical and health,environmental monitoring,safety protection and so on.From the metrological development plan of the State Council to the provincial and municipal level development planning,all of them have strengthened the social and public welfare of the government measurement inspection service without exception,and strengthened the supporting role of the government measurement and testing service on the transformation of industrial structure and the smooth development of the economy and society.In this paper,the research background and research significance of the government measurement service are studied as the starting point.Through the literature retrieval at home and abroad,the subject and direction of this study are clarified.In terms of research methods,literature search and interpretation,questionnaires and on-site interviews were used.Secondly,we take the new public service theory and the public product theory as the theoretical basis of the full text,and explain the related concepts of the government measurement and inspection service.Thirdly,the four dimension model of service innovation is further explained,and the research value of the four dimensional model in the field of government metrology and testing services is pointed out.Based on the questionnaire survey and field interview information of Nanjing municipal government measurement service,with the help of the four dimension model of service innovation,this paper analyzes and sums up the problems in the measurement service of Nanjing municipal government: first,the service concept is backward,the two is the lack of interaction and communication,the three is the inefficient service system,and the four is the shortage of technical ability.On this basis,the existing problems of Metrology inspection service in Nanjing are analyzed,and the reasons for these problems are analyzed.Finally,based on the four dimension model of service innovation and the internal requirements of the government measurement and testing service,the corresponding countermeasures are put forward: in the new service concept dimension should be led by the public interest,the new customer interface dimension should strengthen interaction and communication,the new service delivery system dimension should build an inclusive and efficient service system,and the technical dimension should strengthen the talent training and the sharing of high quality resources so as to promote the south.Then,we can promote the innovation of the Metrological Inspection Service in Nanjing city government.
