This thesis elaborates firstly on the classification,character and conception of monopoly theoretically and finally focusing on the sub-branch of utility services—water supply industry.The author put forward his lemma after analyzing the character(price) of the industry and it's monopolistic management style at the moment.Research work also probes into the pricing mode prevailing the industry.This industry now has become a combination of natural monopoly and administrative monopoly.In order to break the monopolistic status,it's necessary to push forward institutional restructuring campaign and introduce competing mechanism and strengthen legal infrastructure.For example: as concerning institutional restructuring,we should take the water supply industry a pure competing enterprises in the market system other than an appurtenance to administrative supervisor.In another words,it's necessary to cut for all the complex relationship between them.From the point-view of introducing competing mechanism,the reform can be carried out"inside the industry"and"outside the industry"simultaneously.The so called"inside the industry"means to pull down the limitation of regional monopoly and usher in competition by giving outside enterprises the legal rights to compete in a bigger area.At present, the water supply industry in china is still maintaining a government-investing mode.The idea of"from outside the industry"is to attract non-governmental and even foreign capital into the industry and forging a better market-oriented economic system by rooting out monopoly and readjustment of current property structures.Legally speaking, we are expecting the birth of an"anti-monopoly law".We feel confident that the full implementation of the law will give a strong support to the reform of market-oriented economic restructuring.
