As a gateway of a city, airports take the responsibility to contribute to the local economic development. Although airport economy develops rapidly in our country these years, some issues concerning airport development emerged, especially the uneven development between hub and regional airports, airports in Eastern and Western areas of China. To reach mutual promotion of both local and airport economy, an airport system reform was carried out in 2003. Civil Aviation Administration of China (CAAC) no longer managed airports directly, and the local governments took the role. As one of the regional enterprises, airports become a principal part in the market and play an important role in serving for local economic development.As a result of the airport system reform, Inner Mongolia Civil Airport Group was set in December 2003. The airport company is operated in the way of a regional enterprise. To promote both airport and regional economic development, it is vital to form a modern economic system, choose a suitable management model.By research and analysis on current situation of airport development and the development strategy during the 11th Five-Year, in this article, the author analyses opportunities and challenges in Inner Mongolia airports. By Data Envelopment Analysis and financial analysis methods, the author introduces and analyses some successful management models of both domestic and foreign airports. On the basis of research and analysis, some main management models for Inner Mongolia airports are advanced, together with some practical measures in details.
