Study On County Economy Development After The Cancellation Of The Agricultural Tax

Recent years, the economy of our country develops rapidly. However, the distance between the country and city has enlarged the bottleneck of our country development. To develop the agriculture, increase the income of farmers, our country cancels the agricultural tax from January 1, 2006. The cancellation agricultural tax lightened the burden to the farmers, but simultaneously reduced the local financial income. How to disposition resources under the situation and how to find the path which the county territory economy grows comprehensively to reduce the disparity between city and countryside is current urgent research topic.Helingeer County is a traditional agricultural county located in the middle of Inner Mongolia autonomous region. The productive force level is low, the commodity economy is not developed and the lived of the people is quite impoverished. The county economy has been improved since 1995,but there existed many problems in the industrial structure and the following development plan. This article takes Helingeer County as an example, through the analysis of the Helingeer County economical development path in history and the economical development environment which Helingeer County faced after the cancellation agricultural tax; it is to find the path which suits its development. Therefore, it is to discover the general rules of the local county territory economy development.By collection and contrast analysis of economical essential factors change before and after the cancellation agricultural tax, this article analysis the resource distribution, industrial structure, financial income, labor situation, economical development external condition research to find out some problems in the economical development of Helingeer County. The article combines the current theory of the territory economy and raises some proposals to the its following development. They are mainly to continue to consolidate and strengthen the foundation status of the animal husbandry; speed up the adjustment and the optimization of industrial structure and support the pillar industry; optimize the agricultural industry management and establish consummates of the farmers cooperative organization; atonable shift countryside labor force surplus; guide the farmers to start undertaking independently; speed up the rural enterprises reform; making use of the geographic superiority to develop the tertiary industry and so on.
