Study Of Agricultural Insurance Development Strategy Of Jilin Province

China is a big agricultural country. Frequent natural disasters seriously influence agricultural development, and especially after the entry of China into WTO, the agriculture of our country faces the impacts from the world. Jilin Province, which is a big agricultural one in our country, is more obviously impacted. At present, agricultural insurance is not only the important part in the agricultural assurance system but also has become one of the main international non-price agricultural protection tools. After the country fully realizes the importance of establishing and developing the policy-related agricultural insurance system, the work of actively exploring the new agricultural insurance and operation modes has been begun in the whole country and a series of pilot explorations have been carried out since March, 2004.Compared to other provinces, Jilin province as a big agricultural one, has more types of natural disasters, occurring more frequently in a larger scale and causing more economic losses, so it is urgent to build a set of effective insurance and operation modes of dealing with natural disasters and developing agriculture.In this paper, it is taken as the key to discuss and analyze the development of agricultural insurance of Jilin Province. Some methods such as comprehensive analysis, inductive analysis, comparative analysis, demonstration and standardization, etc. are used. The actual situation of Jilin Province is combined to focus on how to build the agricultural insurance and operation mode consistent with the present situation of agricultural development of Jilin Province on the basis of referring to the research results at home and abroad, and the agricultural insurance and operation mode suitable to Jilin Province is presented, that is, the agricultural insurance mode led by the Central Government, dominated by the local governments, with all the commercial insurance companies as subjects, carrying out the distinctive operation and a wide pool of many channels.In the paper, the agricultural insurance mode of Jilin Province is deeply studied; the actual cases of agricultural development in all the areas of Jilin Province are combined; the demand and internal connection of the agricultural insurance system are analyzed and the agricultural insurance mode suitable to the present situation of agricultural development of Jilin Province is designed in addition that the two aspects such as industrial supervision and management and cultivation of agricultural insurance talents are carefully dealt with.
