Accordingly, the writer brings forward the basic ideas on Hunan's recycling economic development for the future, which includes, adhering to government-led, enterprises and individuals as mainstay, technologies as support, co-developing three industries, and steadily developing by stages, form point to area, breaking through on emphasis. Besides, under the guide of the basic ideas, the auther makes some suggestions pertinently,which are changing the thought ideas, Perfecting legal laws and regulations, optimizing industrial structure, promoting technological innovation,as well as reasonable planning layout.
