Clean energy is becoming increasingly important in China's sustainable development strategy of. Governments, business, academia have done a lot of work both in the technology and evaluation of clean energy, But the majority is mostly restricted in the enterprise technology and product level, and there is few research on the clean energy scientific evaluation system based on city level. Most cities achieved rapid economic growth while can not accomplish the goal of reducing emissions of energy-saving. Consequently this dissertation studies and transforms the enterprises clean energy evaluation system. In line with city development and city characteristics, it builds a comprehensive evaluation system including four important indexes, which is economic, environmental, social, technology.In this dissertation, clean energy is carefully studied and redefined. In spite of the current definition of energy variety, which leading to the conflict of Segmentation-evaluation, clean energy is redefined as a clean and highly efficient and systematic of the technology application system. A (including employment and energy security) is set up. Due to a large number of quantitative indicators of characteristics in the city clean energy system evaluation index system, a more appropriate evaluation model based on fuzzy comprehensive evaluation method is introduced.Jinan is chosen as a typical city to set up the clean energy evaluation in the dissertation. The evaluation results appear more comprehensive and scientific compared with past evaluations. The study of this dissertation can provide policy makers with evaluation criterion in the energy structure adjustment and technology choosing. After gradually perfect of the application of the study, it can be applied in more and more cities of China.
