At present, the situation of the building energy consumption in china is badly stern, which presents the big total quantity, the high proportion, the low efficiency and the heavy pollution. Neglect of the housing energy conservation specially the ordinary housing energy conservation and the excessively high consumption of housing energy have become the heavy burden of energy. However, there is not an effective evaluate system to judge the performance and the rank of housing energy conservation in our country at present. So it is very important to set an appraisal system of house energy efficiency.Locating to embark from the interests of building and real estate, the paper analyzes the present situation of residential building energy conservation and summaries the current problems of the building energy-saving in Xi'an. By the full research of the correlative design and examine standard of the building energy efficiency and assessment technology, with the theory instruct of the comprehensive appraisal system of house energy efficiency, the article analyzes the method system of comprehensive evaluation. Through the key steps which includes the structural design, the decomposition of evaluation objectives, the screening and identification of indicators, the determination and amendment of the indicators weight, energy-saving comprehensive evaluation results, energy-saving grade logo and so on, using Delphi, AHP, TOPSIS and fuzzy membership functions, from the comprehensive energy consumption, building design, maintenance of structural design, heating air-conditioning systems design in four dimensions, the paper successfully constructed comprehensive evaluation system of housing energy-saving in Xi'an so that the theoretical study has been further deepened.By the empirical analysis in Xi'an, the paper carries out comprehensive energy-saving evaluation in a residential project and confirms index system of the preliminary design of rational and scientific. At the same time, the paper carries out some reasonable policy suggestions of the house energy efficiency in Xi'an.
