Study On Informatization Strategy Framework And Implementation Path Of SMEs

The rapid development of information technology and the continue update of management concepts, posed serious challenges to the informatization of small and medium-sized enterprises (SMEs). Introducing IT strategy planning and IT governance concepts into SMEs, studying on the strategic framework, planning method and implementation path of the informatization of SMEs, could provide practical guidance for SMEs to apply information technology. Through theoretical analysis and case studies, we summarize the theory and methods of IT strategy planning, and implementation control. Based on these theories, we gave a hierarchical model of the strategic framework for the informatization of small and medium-sized enterprises. This model included business planning level, informatization strategic planning level and strategy implementation level. Business planning and strategy implementation were related environment of informatization strategic planning. The model reflected the location of the informatization strategic planning more clearly, and indicated the impact factors and associated factors of the informatization strategy. Under the strategic framework of the informatization of SMEs, absorbing the essence of various planning methods, combining the characteristics of SMEs, this paper gave a general method of informatization strategic planning of SMEs. According to this method, SMEs could identify the key information needs and information technology application areas according to the objective, operation state and management status of enterprises. This paper also proposed a process model of the implementation of informatization strategy to guide SMEs in IT application. This paper discussed the applicability of our framework and method through case study in the end. We hope this study can provide some reference to the informatization of SMEs.
