Under the pressure of the market competition fiercely in China telecom and the drop sharply of the traditional voice service, many local operators have to seek the new product increasing points, so as to transform themselves from the traditional operators to the new information service suppliers. In the future information service ages, the voice service will innovate hardly, so we have to quickly increase the development of the value-added services, which adapt to the need of the information service. Because the information service is the initiative service, in order to successfully transform, the operators must exert themselves to make fixed phone information service develop quickly and favorably.Firstly, according to the competitive environment in which China Telecom Company (CTC) is, the author analyzes the opportunity and threat of CTC by the Model of Five Competitive Force. Secondly, the author expounds the necessity of developing Voice Information Search Service (VISS), analyzes the strength,weakness,opportunity and threat of the VISS. On the basis of the development actuality, the author finds the opportunities of development of VISS. Then, the author expounds the service concept,model and system of Best Tone of CTC. Meanwhile, by means of segment market and target market, VISS is positioned as a new way of acquiring information. Finally, on terms of market, management and business model, the author puts forward several advices, including the market aspect, such as the innovation handsets and services, pricing differently, the clients brand; the management aspect, such as the value chain, the industry application; the business model, such as the core values of business model, the model of industry cooperation.
