In mordent society, the urban demolition develops rapidly and the scope of the removal in developed area is much larger than before. But actually, the city removal sometimes becomes the compulsory "disturbing inhabitant project" with the purpose of acquiring more profit by some local government officials, and the "performance project" with the purpose of acquiring more opportunities of promotion. The conflict of interest becomes increasingly critical. It is clear that the reason is related to the breach of duty of government more or less during the demolition process, and the main reason is the government doesn't position its role, normalize its act, and resolve the problem of settling down and compensating in a correct way.Firstly ,this article analyses some theories about urban demolition ,secondly discuss the government function in the city remove system variance process .And analysis the improper government various behavior in house remove ,that hurting the benefit of the have been taken apart to move household. This article can help people to understand the correct duty of the government in house remove ,as well as government can exercise own function correctly too.The essay is focus on studying the act of government behind the removal problem, analyzing the main problem and its root in relation to removal management of government, proposing the relative measures of normalizing the act of government during the removal process in order to protect the legal advantage of interested parties, help settle down the citizens who need to be removed in a fair and justifiable way. Then, we will see the fair, justifiable, open and effective city urban demolition and it will promote the prosperous development of city removal and construction.
