With the industrialization, urbanization and modernization pushing ahead, the size of the city and the land quantity demanded for construction has increased dramatically. So the land expropriation will become inevitable. But disharmony in society caused by land expropriation emerged in an endless stream in the past many years. For example, the rights and interests of farmers whose land has been expropriated damaged, the disputes caused by land expropriation, confusion in the land market, public suspicion of the government and so on. All of these are highly correlated with the government’s improper behavior. Based on the situation of our country and the cost of management, the central government authorized local government the rights of land expropriation, so the local government becomes the actual operator of land expropriation. Consequently, research on improper behavior of local government is particularly necessary.This paper is based on theoretical analysis and empirical analysis. This article mainly consists of five parts. The first part mainly elaborates the background and significance of the research, literature review, research methods and frameworks, key and difficult points, the possible innovation and shortage. The second part mainly introduces the theoretical basis of this study, including the definition of related concepts, as well as the relevant theory. The main purpose of this part is to lay the theoretical foundation for the whole research. The third part summarizes the features of local governments’ behavior in the process of land expropriation. In the process of land expropriation, local governments have two entirely different behaviors which are proper and improper. The improper one is mainly caused by local governments’ pursuit of profit. The fourth part analyses deeply the specific performance, negative influence, and subjective and objective reasons of local governments’ improper behavior in the process of land expropriation. The last part is the countermeasures and suggestions to correct improper behaviors of local government.
