The Study Of Constructing Agricultural Policy Finance System Of China

China is a large agricultural county among the developing countries. Agricultural problem, rural problem and peasant's problem are always important problems that influence the development of the whole economy and society. The body of the Three Rural Problems is peasant, the base of that is in the countryside and the key of that is the agriculture. Without the quick development of agriculture, it is impossible to solve the rural problem and the peasant's problem. Through the percent of agricultural GDP in the world economy is decreasing in the 21st century, the special nature and important status of agriculture determines that agriculture is also the issue which can not be overlooked in the development of the global economy.The CPC Central Committee proposed the historical development strategy of the of New Socialism Countryside construction in 2005. The New Socialist Countryside construction demands a lot of capital to invest, while the input of government public finance is limited and the peasants'accumulation by themselves is slowly. The rural commercial finance which aims at the maximization of the processing profit is withdrawing from the agricultural field. At the same time, the constitution of the agricultural policy finance in our country is too simple and the lacks of the legislation of agricultural policy finance and the coherence of its policy retard seriously the function of agricultural policy finance in supporting the development of agriculture. A comprehensive and efficient agricultural policy finance system needs to be constructed to incentive the development of agriculture and support the New Socialist Countryside construction in our country.The aim of this thesis is to analyze the experiences of foreign agriculture policy finance development and combine with the actual development of the economy and society in our country, then to suggest the construction aim of our agriculture policy finance system on the background of New Socialist CountrysideThe overall route of the study is to summarize the basic theory of agricultural policy finance and establish an theoretical model of the mechanism that the agriculture policy finance contribute to the output of agriculture, then to study the international experience of the development of agricultural policy finance and combine to the development history and existing problems of our agricultural policy finance, and at last suggests the construction aim of our agricultural policy finance system by considering the social developing background of the construction of new socialism countryside.The main conclusions of the thesis include: (Ⅰ) Agricultural policy finance has an important function in supporting the development of agricultural production. (Ⅱ)Agricultural policy credit is not the only finance form in the constitution of agricultural policy finance system. Agricultural policy insurance and guarantee are also important forms which are used by government to support the agriculture.The main innovations of the thesis lie in, (Ⅰ) the theory boarder of agricultural policy finance is analyzed and a theoretical model of the contribution of agricultural policy finance to the development of agricultural economy is established; (Ⅱ)the mechanism and route through which the agricultural policy finance contribute to the New Socialist Countryside construction is thoroughly discussed; (Ⅲ) the aim of the construction of agricultural policy finance system to support New Socialist Countryside construction is suggested on the base of international experiences of agricultural policy finance development and the social and economic practice in our country.
