"Breaking monopolization and introducing competition"is one of the leading characters of the reform of electric power industry marketability. This causes electric power enterprise change into grandly participator in the competition of electric power market from the former electric power industry monopolist. Under electric power market environment, the electric power enterprise as one of economy entity that participate in market independently wake up to the importance of power distribution and the importance of basic power establishment in electrical energy metering device that apply for the trade settlement wholly in the make up of the power market. In order to strengthen the management with the trade settles accounts about the electrical energy metering device, the State Grid Corporation of China(SGCC) and the Corporation belong to each province devote substantive capital on a large scale to develop the special project of the Reconstruction of Electrical Energy Metering Device(REEMD). With devoting substantive capital, the scientific decision-making on investment orientation should acquire reasonable return. It makes the post evaluation of investment benefits from REEMD become a heated issue between the SGCC and the Corporation belong to each province.A suit of indicator system about the investment benefit of REEMD is established on the base of studying the methods and theoretics of post evaluation in the paper. The brainstorming method, system analytic method and specialist consultation method were used in the process of building indicator system for REEMD in power enterprise combining the particularity of the project of the electrical energy metering device. It integrates subjective method (AHP) which is on the base of"function driving"principle and the impersonal method (Entropy) which is on the base of"difference driving"principle. And this method takes into account fully decision-making from the expert on the measurement domain and the objective information about the transformation project. Then the investment benefit with the transformation project on the Electrical energy metering device was estimated synthetically according to the Hamming distance.Some finished projects are selected to show demonstration after establishing model concerning post evaluation of REEMD in the paper. The consequence indicate that the indicator system of REEMD is preferable representation, and the model using AHP combined with Entropy and Hamming distance is feasible in the application to the post evaluation of REEMD. Researching and exploring the post evaluation of REEMD can provide scientifically and canonically decision-making support for the decision makers. However there are many deficiencies, such as the maturation of the theory method and maturity of the index system, which indeed still need further study.
