The Analysis Of Effect Of Project About "Three Rural" In China West Development

Through the analysis of the agricultural growth rate of the western region, the proportion of the structure, farmer income data since the implementation of the western development, the real effect of "three rural" huge investments in the western region by government is not as ideal as the result of calculating according to the theory of investment multiplier. Investment multiplies set up by Keynesian is based on the concept of a multiplier set up by Kahn. The government successfully used this theory in the 1930s'economic crisis. Why did invest multiplier happen? After comparative analysis, there exist some logical contradictions between investment multiplier concept and calculation. Result according to Paul Samuelson's investment multiplier formula is bigger than the real numerical. According to a ripple effect on investment and expand production of two different processes, the factors affecting the size of the investment multiplier is analyzed and assumptions was submitted again. The multiplier formula is deduced. Under the new theoretical framework according to the implementation effective in the western region, there are many problems in the "three rural" project, such as the economic effect is not emphasized; industry chain of agricultural product processing is short and low added-value; agriculture exists huge external contributions, the living standards of farmers is very low; capital accumulation ability is very pure and other issues. According to an analysis of the problems, the government should take emphasizing both economic efficiency and ecological benefits, formulating plans for the regional distribution of agricultural characteristics in the western region; extending agricultural industrial chain; building up ecological of industrial park in agricultural product processing; strengthening of regional counterparts support up to compensate the agricultural external contributions; founding industrial park to speed up the construction of cities and towns in the western region, such as measures to resolve it.
