Constructing a new countryside is dependent on capital input. In the western region it is very important to increase input in the new rural construction. This includes economic development, education, infrastructure, medical treatment and sanitation, science and technology, culture development and so on. Most of these input objectives belong to rural public goods and are characteristic of non-excludability and non-rivalness. They are usually supplied by governments through public polices.Because of the financial deficit in western regions, the deficiency of average government input, the underdeveloped rural economy, the few investment and financing channels, the low enthusiasm of social investment, there are serious shortage in new rural construction input in western regions. This leads to little supply in rural public goods and to some degree restricts the promotion of urban and rural integration, the homogenization of urban and rural life, and the urban and rural services equalization. Therefore, based on the fact of input shortage in new rural construction in western regions, there exists theoretic and practical meaning to study input models and path choice in order to solve the problem of input deficiency in western regions. Based on public goods theory, the paper firstly analyses the meaning and basic characteristics of new rural construction and puts together most kinds of input objectives into whole study frame of rural public goods input polices. Then the paper studies the input puzzle and its reasons in western new rural construction, has a case study in Cuiping District Yibin City Sichuan province. After concluding successful experiences in input models at home and abroad, this paper puts forward some effective and innovative input path choices in western new rural construction. The conclusions are helpful to provide useful references to widen input channels and try to innovation in input mechanism in western new rural construction. It helps to realize the coordination in urban and rural development in western regions.
