In the advancement of human sustainable development, the contradictory focal point is the energy and environment's long-enduring strut ability and the mutual protection question which progress to the economical growth and the society. The western area concentrated the rich coal electricity resource which contains huge potential, but the ecological environment is relatively frail. In the southwest area, there has been in particular acid rain and the sulfur dioxide pollutes for many years. The status of the conflicts between electrical energy production and the environmental protection under economic development has been showed clearly.The first chapter elaborated the selected topic's background and research significance, the second chapter is the foundation of the research, which has carried on the summary to the conflict analysis related theory and the present research situation, emphatically stated the related theory and the method related to economical - resources -environment system, finally proposed the research mentality and the method of the paper.As one of the core contents in this paper, the third chapter make the analysis of conflicts based on input-output efficiency appraisal, considering the electricity as the input ,and the economy,environment as the output, using data envelope analysis (DEA) model to analyze the development of Electricity-Economy-Environment system in western area in the past three years. Researching conclusion indicates that, most of the provinces were difficult to realize the efficiency of the three systems by the DEA appraising model. The most important reason result in the DEA invalid is the environmental protection investment existence redundancy in the most western areas, demonstrating that the severe insufficient of the availability of desulphurization facility, simultaneously, the high coal consumption of resources is also one of the important reasons result in conflict.Chapter four selects the index of SO2 emission by fired coal which much attention is paid in China, and through comparing it with the regional environment capacity shows that the conflict between electricity generation and environmental protection in the process of economic growth. This paper discussed the thermal electricity generation demand and the elasticity of electric demand in west region through econometrics, and established the long-term electric power demand model. Based on this, we forecasted the pollution emission by the thermal electricity and it's contribution to the regional air pollution by Rains-Asia which provided by the Asian Development Bank. This research reveals that, the present desulphurization facility installation and the operating efficiency can't control the SO2 emission of fired coal power plant in the regional environment capacity. In the future, strengthening the pollutant's controlling standard, through the mechanism innovations and the institution consummation, advancing the desulphurization facility's function were the key measures to control the pollutant emission in the controlling standard.Synthesize the above analysis result, the fifth chapter proposed corresponding countermeasure which alleviates the conflicts between the electrical energy production and the environmental protection in the economical growth process in view of the western area actual situation. The article finally gives the research conclusion and the future research direction.
