Study On Development Present Situation And Countermeasures Of The Non-public Forestry In Hebei

Although Hebei is not a big forestry province, its special geography position ofencircling Beijing, Tianjin and Bohai Sea makes it carries the history mission ofmaintaining ecological construction and ecological security for Beijing and Tianjin.Therefore, its ecological construction task of improving the weak ecosystem in Beijing andTianjin is utmost urgent, which also decides the importance position of forestry in Hebei.The fast development of the non- public forestry which plays an important role in forestryaccelerates the development of forestry construction in Hebei.By the end of 2001, the total area of non- public forestry had reached 1,790,000hectares, which accounts for 40.8% of the forested area 4,380,000 hectares. 2001 to 2003,the area afforested by non- public ways in the whole province is 990,000 hectares, whichshares 76% of the total afforestation area in Hebei Province during the same period. Thehouseholds whose afforested area is above 6.67 hectares reaches 10767, among them,712 households have afforested land that is over 66.67 hectares. According to thesummary statistics of the forestry resources investigation in Hebei, by the end of 2005, thenon- public-owned forested land of the whole province is 1,545,300 hectares, whichaccounts for 35.59%. The non- public forestry has been leading the forestry construction ofHebei. But the non- public forestry meets many problems in the development process ofHebei such as: fund collection difficulties, transferring impedance of forestry land,ownership system deficiencies, the limitation of cutting quotas, heavy taxes and charges,poor science and technology levels, lacking of legally security of the ownership, etc. Theexperts and scholars across the nation make academic analysis on the meaning, presentsituation and existing problems of the non-public forestry, and provide good opinions andsuggestions from different aspects on its development in China and in different regions.Via study on the academic documentary about the non- public forestry andcomparison of the present situations of the non- public forestry at home and abroad, theauther presents the existing non-public forestry situation in Hebei systematically,analyzes the main management forms, the characteristics, the reasons for its rapiddevelopment, the experiences and the problems of the non- public forestry. Based on thedevelopment characteristics of Hebei forestry, this paper elaborates the solutions for theexisting problems and the development strategy: (1)Liberate thoughts, innovate concepts, provide good atmosphere to the development of non- public forestry. (2) The policyreforms for the non- public forestry include:①The financing policy reform;②Thecutting quotas policy reform;③The tax and fee policy reform. (3) The system reform forthe non-public forestry include:①The forestry ownership system reform;②Theecological compensation system reform;③The establishment of state purchase system forthe non-public-owned public-benefit forest; (4)The establishment and improvement ofgovernment and social service system; (5) The improvement of the non-public forestowners.The innovation of the paper is that it puts forward the establishment of statepurchase system for the non-public-owned public-benefit forest, creatively indicatesHebei has the regional environment for the establishment of state purchase system for thenon-public-owned public-benefit forest, explains the meaning of the state purchasesystem for the non-public-owned public-benefit forest, and presents the necessity andpossibility of the establishment of the state purchase system for the non-public-ownedpublic-benefit forest, the difficulties to realize it and the suggestions as well.
