With the development of the society and the improvement of the livingstandard, leisure industry has developed very well in recently years. Someleisure industrial clusters rudiment has been come out in Yangtze River Delta.To develop leisure industry has become a new path for those cities which wantto deplore a new way to manage their cities, and also it become a new choice toexalt regional competitiveness. Recently, although the phenomenon of leisureindustrial clusters is in existence, and the trend to further development isobvious, the discussion of leisure industrial clusters theory is still on theelementary stage, the basic theory system is not shaped. This is not adapted tothe increasingly developed leisure industrial clusters. To do some research onleisure industrial clusters, not only give some instruction to the practice, enrichthe basic theory, but also give some foundation for the government to establishleisure industry development policy.Leisure industry is a huge industry which includes many sections and itsdefinition is difficult to define. This paper tries to give a complete definition,sum up the representative forms, types and characteristics of it. In practice, to develop leisure industrial becomes a new model to exalt regionalcompetitiveness. Leisure industrial clusters exalts regional competitiveness ison the mechanism 'Two principal parts and Three systems', 'Two principalparts' are government and enterprises, 'Three systems' are element constructionsystem, comprehensive service system and regional innovation system. On thismechanism, the author establishes a model of 'leisure industrial clusters exaltsthe regional competitiveness', and gives a particular explanation to the model'smechanism.Meanwhile, there are different paths that leisure industrial clusters exalt theregional competitiveness, this paper summaries three representative paths, anddiscusses the actions of different type of governments. The author chooses threerepresentative case studies in Zhejiang Province to do positive study, on theangel view of resource gift and institution evolvement, do research into theevolvement of leisure industrial clusters in Zhejiang province. At the same time,summaries three models that leisure industrial clusters exalts regionalcompetitiveness, tries to give some suggestions for the development andoptimization of Zhejiang leisure industrial clusters.Leisure industry is a fully connected and comprehensive industry, itssignificance to the adjustment of regional economic structure, the change ineconomic growth way, the establishment of resource-saving,environment-friendly society and the scientific development of economy aregreat. This paper does some research theoretically and empirically, attempts to probe into the effective development path for leisure industrial clusters and howto optimize it, in order to give some suggestions for the exaltation of regionalcompetitiveness.
