Increase of individual income is affected by many factors, such as educationdegree, working experience and age. Modern human capital theory believes thathuman capital and its investment has direct relationship with individual income.Education and health as indexes, human capital accumulation and the currentsituation of resident incomes in Inner Mongolia were analyzed. The results showedthat accumulation speed of human capital in Inner Mongolia is slow, the absolutequantities of public investment for human capital is bigger than that before, butrelatively quantities insufficient, the distribution of education investment has atrend of rationalization, but the health condition is still not satisfactory, the residentincomes are affected and inducted by macro-economic situation and policies, theinvestment for education and health of resident is increasing year after year, but theincome and invest degree of peasants and herdsmen is much less than that of urbanresident.Effects of human capital accumulation to increase of resident income in InnerMongolia were analyzed by regression method. The results showed that the education degree is an important factor for individual income, Individual acceptseducation more than one year, his income will increaseï¿¥478.03,enhancement ofenrollment ratio of junior high school has more contribution to resident incomesthan that of senior high school, for public invests to human capital, the contributionof education investment to resident incomes is bigger than that of healthinvestment, education by vocational high school is bigger than that of commonhigh school, for family investment, no matter urban resident or peasants andherdsmen, the contribution of health investment to individual income is bigger thanthat of education investment, while the human capital investment of peasants andherdsmen is far scarce. Based on the analysis above, some countermeasures andsuggestions are put forward, so as to provide theoretical and practical basis fordegree and ministration of all kinds of human capital investment, and improvingresident's incomes and welfares in Inner Mongolia.
