Research On The Impact Of Human Capital Accumulation On The Return Of Migrant Workers' Reemployment Choices

With the adjustment of China's industrial structure and accelerating the transformation of economic development strategy,the economic balance was broken between eastern and western,a large number of industries gradually shifted from the eastern region to the central and western regions.After the global financial crisis,influenced by the policy of benefiting farmers of the central and western regions,migrant workers in the home for employment or entrepreneurial environment has improved,a large number of migrant workers active or passive leave the city,back home.Migrant workers return to their hometowns,not only affect the harmonious development of rural areas,and migrant workers themselves also faced great challenges,therefore,the government must pay attention to the survival of migrant workers to maintain the basic rights of migrant workers.And return migrant workers got professional education,increased knowledge during working,then how will the accumulation of human capital affect re-employment options of the return migrant workers? In the face of the unemployment problem of the return migrant workers,how can we solve the problem meeting the need of survival and development of migrant workers,which is the problem that we must pay attention to.This paper first summarizes the current situation of returning migrant workers according to migrant workers' monitoring reports published by the National Bureau of Statistics,and finds out the problems in the process of reemployment of migrant workers,,These problems include the lack of quality and skills of return migrant workers,the existence of employment isolation;lack of social network support,employment information channels narrow;lack of supporting of government policy,policy implementation is not in place and so on.Second,the accumulation of human capital has a huge impact on the reemployment of migrant workers.The reemployment decision of returning migrant workers is the rational choice of individuals in the face of risk and income.The limited rationality of returning migrant workers is greatly affected by the human capital endowment.Through the empirical analysis,it is found that migrant workers with high educational level are more likely to choose to work in the enterprise.The migrant workers who have received vocational training inclined to work and start their own businesses.Compared with female migrant workers,male migrant workers are more likely to be employed after return,the older migrant workers are less likely to be employed,the migrant workers with better physical condition are more likely to be employed.Finally,this paper put forward some suggestions to promote the return of migrant workers employment.The government needs to improve the employment policy about returning migrant workers,strengthen the employment services for returning migrant workers,carry out vocational skills training,encourage migrant workers with physical capital and human capital to return to business,improve the corresponding policy support system,actively undertake small and medium enterprises,employment position.As return migrant workers,need to improve their own quality,enhance the competitiveness of employment,and actively seek help,to start their own businesses to promote employment.Social need to change the attitude for migrant workers,and actively absorb migrant workers,and provide appropriate benefits,reduce the employment risk of return migrant workers.
