The Analysis, Evaluation And Choice Of Small & Medium Enterprise Policies

SMEs play roles in economic development, not only to create jobs, increaseentrepreneurship, invigorate the economy and outsource with large enterprises, andincrease market competition, but also a main force and active component oftechnological innovation. Therefore, more than one century, various countrygovernments take the policies to support the small & medium enterprise gradually. Itis government policy support, more and more SMEs have grown and become thefocus by theories and policies.We chose The SME policy as the research subject of this thesis to make anin-depth and detailed study. Firstly, the evolvement features of small & mediumenterprise policies are explained by statistic analysis based on the samples from small& medium enterprise policies, laws and documents of major countries over worldhistorically. It reveals the phenomena that the policies of small & medium enterpriseare from protecting to supporting, from single to systemic, from expedient toregarding. The development processes of small and medium enterprise policies ofthese countries show that there are the adaptability between the policies and economy,phases and timeliness, continuousness of policies, etc. This thesis also analyses thelatest development of small & medium enterprise policies.Secondly, the evolvement features of small & medium business policies areexplained by statistic analysis based on the samples from small and mediumenterprise policies, laws and documents of Zhejiang Province historically (includingthe national level and local level policies). It reveals the phenomena that the policiesare from single to multiplicity, and points out that the policy of Zhejiang Provincialsmall & medium enterprise varies from development stages, has strongly pertinency.The center emphasis of present stage policy is the support policies for small &medium enterprise growing.Thirdly, based onanalysis on small & medium enterprisepolicies both of overseas and Zhejiang Province, empirical studies and assessments onperformances and their affecting factors have been done in terms of survey data,indicating that the policies about tax, information, marketing development and technological innovation have higher performances. Shortage in talent person is mainproblem in Zhejiang Provincial SME development. Finally, according to the study anddiscussion above, the thesis suggests further policies of Zhejiang Province to supportthe small & medium enterprise development, and puts forward to the countermeasuresto enhance the performances of small & medium enterprise policy.
