Small and medium-sized enterprise is the main part of market entity,and also the catalyst and stabilizer of economic growth.Especially under the background of driving forces shift for development,small and medium-sized enterprise,as the most active market entity,plays an important role.In 2014,with the arrival of new normal economy,Rizhao faced an issue of slow economic growth and excessive production capacity.Small and medium-sized enterprise,with the advantage of “a small ship makes a good turn ",speeds up the transformation and upgrading,explores the path of profession,precision,new and specialty,and support economic growth gradually.In 2015,Rizhao faced the trade financing risk.At the end of 2015 to early 2016,the city's big enterprise data index came across a negative growth,dropping significantly.But the scale of small and medium-sized enterprise output and sales revenue achieved a steady growth.The importance of small and medium-sized enterprise appears more prominent.On March 6,2017,Premier Li Keqiang proposed for the first time that " Shandong's development benefits from the driving forces shift,and hope that Shandong will continue to play a leading role in the development of the country." At the same time,the central government has made a profound judgment on the economic development of our country,that is,“our economy is in the difficult process of the transition of old and new drivers,which means that the economy has entered a new normal phase." In this context,the whole country is very concerned about the development of small and medium-sized enterprises,and Rizhao is no exception.In order to guide and support small and medium-sized enterprises,we have adopted a number of supportive policies and continuously strengthened the cooperation among government,banks and enterprises.The number of small and medium-sized enterprises in the city has been increasing year by year,and the strength of enterprises has been continuously enhanced.In 2017,95 small industrial enterprises in Rizhao have grown into industrial enterprises above designated size,providing strong support for the economic growth of the city.However,restricted by the size,fund,personnel as well as the research and development strength,and especially with the restrictions on environmental protection and security,the formal policies can no longer adapt to the development of small and medium-sized enterprises,under the background of driving forces shift for development.Small and medium-sized enterprises are facing new difficulties and obstacles.They need help and support from the government.Based on the government policies at all levels tosupport small and medium enterprises and the comprehensive research on the situation of Rizhao,in allusion to the current policies which are lack of the effectiveness and cannot conform to the requirements of driving forces shift,this essay summarizes the experience of the advanced cities,using the theory of new public service,technology innovation and mutual adjustment model,to study and put forward advice for supporting the development of profession,precision,new and specialty small and media-sized enterprises,improve policies on personnel,financing and fund guarantee,and further improve the policy environment and execution mechanism,in order to promote the structural upgrade,sustainable and healthy development of small and medium-sized enterprises,as well as speed up the driving forces shift for development of Rizhao.
