A Policies Study On Promotioning The Devolepment Of Small And Medium Enterprises Of Chang Sha In New Normal

With the reform and opening up and the continuous improvement of the socialist market economy, small and medium enterprises continue to develop, playing an important role in promoting economic and social development.But because of their own reasons, in the process of development it has caused the problem of financing difficulty, low productivity and high cost,etc.Once these problems can not be solved effectively, it is bound to hinder the stable development of economy and society,and in the "new normal" economic situation, economic restructuring and structural adjustment of the target is also difficult to achieve.At present, all governments of the world, including Changsha, have recognized the importance of small and medium-sized enterprises, has introduced a series of policies to support small and medium enterprises, but because of the government's research and management practice is not enough, the management system is flawed, the policy making system is not perfect, and so on,it has caused some problems,such as the lack of policy building system, etc.In this paper, we will study the policies of Changsha city as the research object, use the research methods of literature research, quantitative research methods, and use the advanced experience of foreign countries and cities to improve the policy system of Changsha. The results of this paper have certain guiding significance for the research of government function transformation and government economic theory, and also have some practical significance to improve the local government support policy.
