Make it true that " increasing the public finance of government and increasing the farmers'income ".Xi Xiang County locates on the southern part of Shaanxi province, it is a typical mountain and agriculture county called " small and everything county ".The advantages of the agricultural resources is salience , but the agricultural productivity level is lowly there.In the course of developing agriculture industry and adjusting agriculture structure,the structure and form of traditional agriculture production have changed ultimately in recent years through developing the dominant industry of tea. In this way, the rate of agrarian output, production rate of agriculture labor and the fund rate of production are increased. The industry of production, trade and ecotypic sight-seeing that based on the tea are formed. The protecting function of the tea gardens are emerging gradually nowadays. The target of " increasing farmers income, increasing public finance capital" are coming true gradually.Therefore, it is very important to study the development of dominant industry based on tea in Xi Xiang County, and it is also very important to study the function of taking off poor of farmers and how to increase public finance capital in the regions of poor.And all of these things mentioned above have realistic leading meanings on the economic development of county wherever the farmers are poor.This thesis is based on the domestic and international developing theoretics of dominant industry, combined with practice and theories, qualitative and quantificational analysis methods. It also analyzed how to develope the industry chain that related to tea in Xi Xiang County and how to promote the development of county economy and increase farmers'income during adjusting agriculture industry structure.The thesis put forward that:①the tea is the characteristic economic industry of Xi Xiang County.②The main guarantee of economy development for Xi Xiang County is to make the tea industry more big and more strong.③Every level of government takes an very important role when developing Xi Xiang county by tea production.
