On the trend of the globalization of economy and the regionalization of economy, being a largely existing economic phenomena, industrial cluster has been attached importance by the theoretical and the industrial. Under this circumstance, the industrial cluster bearing major characteristics of space convergency, flexible specialization, networking and embededness has gradually developed as emerging and effective space organizational method that pushes forward economic development and becomes an important regional force that takes part in the global competition, thus making the economic map of the world a rich and colorful 'economic mosaic' constituted by a great number of industrial clusters.The New-style Industrialization (NSI) has been a hot topic after it was mentioned in the report of the 16th Representative Conference of CPC, which focuses on making a new-style industrialization framework with high technology levels, earning good economic profits, consuming little resources, less polluting environment and improving employment.
