Leisure industry is a product of modern society, an industry organized to meet people's recreational needs. With the goal of building a well-off society basically achieved in China, people now have more time in their life for recreation and more money in their wallets for growingly diversified pastime activities. In this context, the leisure industry is emerging in its infant form in Jiangsu Province. Understandably, the allocation of its human resources is still far from effective and efficient and the shortage of professional workers facing it is severe. These problems constitute a bottleneck for the development of this industry in the province, as human resources are the most important endogenous variable to economic development and the commanding elements determining survival and development of any enterprise. Indeed, the quality of human resources an industry possesses has a significant effect on its development, and human resources of high quality are essential and almost indispensable to the development of an industry at all of its stages. With these points in mind, the author chose as her master's thesis the study of Jiangsu province's leisure industry human resource development strategy.This thesis is comprised of six chapters. In the first chapter,the author gives an account of the topical background and a description of the situation where related researches are at home and abroad, and then outlines the logical framework of her work and the innovative points she puts forth in the work. In the second, I presents relevant concepts and theories on which her study is based and developed. In the third, on the basis of a systematic analysis she makes of the development situation of Jiangsu Province's leisure industry, the author proceeds to analyze in depth the problems that exist in the current humane resources management of the province leisure industry, and illustrates, through SWOT analysis, the strengths and weaknesses of its human resources and the opportunities and threats it faces in this regard. In the fourth, it is highlighted, through model of grey incidence and of input-output, that there exists a close link between the province leisure industry development and its human resources. In the fifth, based on the analysis in the previous chapter, some predictions are made on the way brain will be short in the province leisure industry in next five years. Finally, in the sixth chapter, on the top of the preceding chapters, the author puts forward the strategic goals she believes Jiangsu province's leisure industry needs to achieve in developing its human resources, and recommends concrete measures to implement these goals.
