How to heighten the level of manpower resources management, it is one that concerns question of organizing strategic success or failure. This is a global common understanding. The steady development of accelerating and domestic economy globalized with the finance, and the domestic financial market one is opened furtherly, the reforming furtherly of financial institution is deepened, the quickening of the state-run commercial bank is listed, build out the tendency of the change and innovation of the banking , and the homogeneity of financial transaction everywhere, the unitarity of the mode of the profit, the weakness of business and service product innovation ability, reflect the urgent need to its business innovation ability of commercial bank everywhere. People are foundations of business innovation of commercial bank, the talent will be an important foundation that the commercial bank promotes enterprise's competitive power . The innovation of the commercial banking needs people, the development of the new business, must arm with corresponding personnel, the talent competition of the banking will be fiercer in the future, the human resources will play a more and more important role in the commercial bank too.
