Labor force is an important factor of developing economy. To migrate scientifically and dispose rationally is an inherent demand and key measure standard which promotes economic development rapidly,harmoniously and continuously. In line with developments and changes of labor quantities, the situation of labor regions and professional distribution in Jiangsu province in recent years, this article makes a full analysis of the current situation of the rural labor migration,the regional,the increasing revenue feature,the back home feature of the rural labor migration and so on.On the basis of research, this article researches the influence of the rural labor migration to the agricultural output, the farmers' income and the macroeconomics by positive analysis. By this,we can learn that the rural labor migration can increase the capital input in agricultural production ,so it can promote the agricultural output;it also can promote the farmers' income and the macroeconomics, too.So the government should take measures to promote the rural labor migration. Then, the author analyses the influencing factors of the rural labor migration. Based on this, the author analyses these factors by positive analysis. Finally, the author comes up with strategies to quick the process of the rural labor migration from the selection of industrial structure, the input of village education, the urbanization, the register system and so on.The conclusion of this research can help the government to make the utmost use of the labor force. In a future time, what needs the government to make decisions is not whether the free mobility of the rural labor are allowed, but rather how to make the process of rural labor migration going well and ordered. The government should apply macroscopic macro-control, control the supporting policies to rural areas and agriculture, to use the rural labor force at large to realize the goal of the sustained economic growth.
